Staff of SDD-UBIDS Denied October Salary

Workers of Simon Diedong Dombo University of Business and Integrated Development Studies are on Strike and haven’t Received their October Salary from their former Mother Campus the University for Development Studies.

Statement.

We, the workers’ unions of the Simon Diedong Dombo University of Business and Integrated
Development Studies (SDD-UBIDS), namely, University Teachers Association of Ghana
(UTAG), Ghana Association of University Administrators (GAUA), Senior Staff Association Universities of Ghana (SSA-UoG) and the Teachers and Educational Workers’ Union (TEWU),
have embarked on an industrial strike action following failure by the Controller and Accountant
General’s Department (CAGD), the Ghana Tertiary Education Commission (GTEC) and SDD
UBIDS Management to adhere to the Memorandum of Agreement (MoA) that was signed on the
17th of August, 2021 which led to the suspension of the local strike action that was embarked on
by staff of SDD-UBIDS and CKT-UTAS on August 2, 2021.
It was agreed that:
1. the Controller and Accountant General Department (CAGD) was to follow all the
conditions precedent in the agreement signed between the university workers’ unions in
Ghana, CAGD, and GTEC under the order of the National Labour Commission (NLC)
before any steps to migrate workers to the CAGD – IPPD2 system. These Conditions
included:
a) An IPPD2 application software to be installed at the various campuses;
b) Finance directorates and personnel to be trained on the use of the IPPD2 system;
c) CAGD to undertake a three-month test run with existing payroll data, parallel to the
present payroll systems of the individual campuses so as to rectify all discrepancies; and
d) the status quo on all campuses to remain as directed by NLC until these key conditions
are met.

It is important to state that, till date (four months down the lane), none of these has happened on
the SDD-UBIDS and CTK-UTAS campuses – no installation of the IPPD2 Software, no training
of staff and no test run.
2. It was also agreed that, the staff of SDD UBIDS and CKT UTAS was to continue to
receive their salary through UDS until the conditions precedent are met. This salary
payment arrangement have since been problematic in that, there is prolonged delay every
month delay in the payment of salaries of workers of SDD UBIDS and CKT UTAS
(virtually two weeks into the next month). As at today (16th of November, 2021), some
staff have still not received their October salaries. We wish to state that, the protracted
delay in paying UBIDS Staff their monthly salaries has brought excruciating hardship to
staff and their families and it has generated simmering tensions on our university and if
nothing is done and the situation persists, it could escalate into a national security issue.
On the 8th of November, 2021, we wrote to SDD UBIDS management demanding the
following:
i.
That by close of day Friday 12th November, 2021, Management should provide a
road map on when the CAGD is installing the IPPD2 software application and
ii.
That, Management should provide a comprehensive road map on how UBIDS staff
will be paid latest by 30th of each month.
Till today (16th of November, 2021), we still have not received satisfactory responses as stated
above hence the need to reactivate our suspended strike action today, starting with phase one of
the strike (Lock down of offices and Lecture Halls followed by a press release).
