Billing of students for non-functioning sickbay
Section 52 of the Public Financial Management Act, 2016 (Act 921) states that, a Principal Spending Officer of a covered entity, state-owned enterprise or public
corporation shall be responsible for the assets of the institution under the care of the Principal Spending Officer and shall ensure that proper control systems exist for the custody and management of the assets and ensure that preventive mechanisms are in
place to eliminate theft, loss, wastage and misuse.
1227 students of Nusrat Jahan Ahmadiyya College of Education paid a total amount of GH¢47,720.31 for the provision of First Aid services. We however noted that management of the school did not procure the necessary first aid drugs and consumables to operationalise the sickbay.
Management explained that they had contacted the Municipal Health Directorate for personnel to man the Sickbay, but the Directorate was yet to respond to their request.
The Auditor General’s Directive was that the Institution should quickly work on the Sickbay for Use by Students There.
“We recommended that management should ensure the sickbay is operationalised for use by the students.”
