Petition Against The Lambussie Constituency Secretary, Mr. Basingbie Irreneous Naawulle, Of The National Democratic Congress, Ndc For Awkward Attitude And Financial Malfeasance.

We, the undersigned members of the National Democratic Congress in the Lambussie Constituency, bring to your attention our grievances regarding Mr. Basingbie Irreneous Naawulle, Secretary of the party in our constituency.

We believe that his conduct has been inappropriate and harmful to both our party’s principles and its reputation. Our group is dedicated to upholding the values and integrity of the party at all levels. We are particularly concerned about maintaining peace and unity within the ranks of the NDC in the Lambussie Constituency.

The NDC is a reputable party that places great emphasis on probity, accountability, and adherence to rule of law.
The Constituency Secretary, Mr. Basingbie Irreneous Naawulle without recourse to the Constituency Executive Committee clandestinely connived with the Constituency Chairman, Mr. Alhaji Dramani Saana Zakari to appoint the five (5) other co-opted members in flagrant violation of the Party’s Constitution, Article 16 (1) (r) and (s) which explicitly states that; (r) five (5) other co-opted members chosen by the Constituency Executive Committee in consultation with the Regional Executive Committee; and (s) Regional and National Executive Committee Members who hail from the Constituency.

The appointment of the five (5) co-opted members has caused significant disunity within our constituency since it was done unfairly, favoring only those aligned with him rather than considering all factions equally after the constituency conference in 2022.

This was the fertile ground created by the constituency secretary to craftily sow the seed of division in the constituency. The secretary admitted that “the Lambussie constituency executives are divided into two (2) and accused the Former Member of Parliament, Hon. Edward K. Dery for not helping matters in the reconciliation process” when he took his turn to present the Lambussie constituency report at the expanded regional executive meeting in Wa on January 7, 2024.

The secretary, however, failed to state emphatically the immersing role he as secretary played in creating the division in the constituency. The same secretary who falsely blames the Former MP for not helping in matters misled the Parliamentary Candidate to abort a reconciliation meeting arranged by the Former MP on January 2, 2024, in Piina.

In the run-up to the 2020 elections, the secretary ignored the party’s directive to train four (4) persons each from every polling station as party agents. Instead, he invited only two (2) each from every polling station for the training. After an altercation between the secretary and the trainers from the party headquarters, the unrepentant secretary, however, ungratefully suggested that the money be given to him to oversee the training for the other two (2) persons each from all the seventy-seven (77) polling stations at a later date but Mr. Michael Kunbuor,

Former Regional Youth Organizer (Upper West Region), disagreed with him, and he got angry and walked away. The party trained four (4) agents each from every polling station across the 275 constituencies except the Lambussie constituency. This despicable act of the secretary did not only affect the electoral fortunes of the NDC Parliamentary Candidate but also the Presidential outcome, thus, causing a loss of the Parliamentary seat and a reduction in the anticipated number of votes for the Presidential Candidate, John Dramani Mahama. Significant effort was made by the Parliamentary Candidate to bring forty-seven (47) dedicated TEIN members from the various Tertiary Institutions in the Upper West Region to be trained as party agents for the elections. The secretary, however, thwarted the effort of the PC, frustrated the TEIN students, and subsequently denied them the training and accreditation. Meanwhile, among the people, the secretary recruited as agents, some of them were stark illiterates who could neither read nor write.

Some could not differentiate between a valid vote and a rejected one, which accounted for over one thousand rejected ballots. If this alone was prevented, we could have won the elections with a margin of about 400 plus votes. After contributing to the defeat of the 2020 NDC Parliamentary Candidate, the secretary pushed the Lambussie constituency youth organizer, Mr. Alipo Nyuzagl to present a misleading report at the regional retreat organized in Wa in 2021 to give an overview of the 2020 Parliamentary and Presidential elections. The report particularly indicated that the Karni people did not vote for the Parliamentary Candidate, Hon. Edward K. Dery, the reason he lost the election. Meanwhile, the Karni people gave overwhelming support, about 85% votes to the NDC Parliamentary Candidate.
The constituency secretary’s unruly love for money and material gain spells doom for the party as he uses his position as the secretary to extort money from the party and its members. This attitude of him is dangerous and thus, does not position the party in the Lambussie Constituency in good shape ahead of the election 2024, as we can justifiably not trust his credibility when it comes to money matters considering both his present and past records. Since he is very susceptible to money, he can be cajoled by the NPP with money to influence the NDC party’s agents on Election Day. It has been alleged that the secretary has been taking money from NPP bigwigs. Recently, he pestered on one of them to pay his medical bills when he was admitted to the St. Joseph Hospital in Jirapa. This is a dress rehearsal ahead of this year’s general elections as he could be used as bait by the NPP to execute their diabolic agenda.
In the just-ended MMDA elections, the secretary’s voracious love for money led him to spend money meant for pro-NDC members who contested the District Assembly Elections. Out of the twenty-five (25) electoral areas in the District, about five (5) electoral areas went unopposed. They include; the Busigya, Pana, Muoteng, Chetu/Tapumu, and Samoa electoral areas.

There was, however, no candidate affiliated with the NDC in the Buli/Hiineteng electoral area. In Kpare and Hamile West electoral areas, the secretary denied pro-NDC members their due who contested in the MMDA elections. This has created a huge opportunity for him as he has harvested a colossal amount of eight thousand Ghana cedis (GH₵8000.00) at the expense of eight (8) electoral areas.

For the rest of the seventeen (17) electoral areas, he gave each electoral area eight hundred Ghana cedis (GH₵800.00) instead of the one thousand Ghana cedis (GH₵1000.00) per electoral area.

Meaning, an additional amount of three thousand, four hundred Ghana cedis (GH₵3400.00) was swallowed by the constituency secretary. This brings to a total whopping amount of eleven thousand, four hundred Ghana cedis (GH₵11,400.00) being unaccounted for. In the Chebogo electoral area, three (3) pro-NDC members contested the election but only one (1) of his preferred candidates among the three (3) benefited from the eight hundred Ghana cedis (GH₵800.00). The other two (2) candidates have been denied, with the reason that they are not recognized members of the NDC. The duo are Hon. Francis Derzu and Dr. Jane Lobnibe.
After causing significant harm before and during the District Assembly elections, the secretary subsequently fed the party headquarters with wrong data. He gave misleading figures to the party indicating that, Lambussie District had fifteen (15) pro-NDC Assembly members elect as against ten (10) for the NPP instead of nine (9) for the NDC and sixteen (16) for the NPP. The fact is, out of the nine (9) for the NDC, the Former Member of Parliament for the Constituency, Hon. Edward Kaale-Ewola Dery sponsored four (4) candidates, the current MP, Hon. Bright Bakye Yelvielidong Baligi of the NPP also sponsored two (2) candidates, two (2) candidates went unopposed while only one (1) out of the candidates sponsored by the NDC Parliamentary Candidate, Prof. Titus Kofi Beyuo won.
The Constituency secretary demonstrates a bad fate towards any person(s) who supported the Hon. Edward K. Dery during the May 2023 Primaries. He incited the supporters of the Parliamentary Candidate never to greet anyone associated with the Hon. Edward K. Dery and should any of the Hon. Edward K. Dery supporters meet any of the supporters of the Parliamentary Candidate, Prof. Titus K. Beyuo and greet him, he should either ignore or just respond hmmm and go. One of the key supporters of the parliamentary candidate demonstrated it by mounting a physical attack on Hon. Edward Dery in Cholowero’s Guesthouse in Piina.

Given these concerns raised above, we request disciplinary action be taken against him immediately.
The disciplinary committee should exercise its discretionary powers clothed in it for the good of the party in the Lambussie constituency and for Mother Ghana.
Cause to suspend the constituency secretary for his anti-party conduct for violating the party’s directives to train four (4) agents each from a polling station before the 2020 Parliamentary and Presidential elections.
Suspend the constituency secretary for financial impropriety in the December 19, 2023 MMDA elections and other related matters.

Cause to suspend the constituency secretary for feeding the NDC Party headquarters with wrong data following the MMDA elections. He reported fifteen (15) pro-NDC Assembly members elected as against ten (10) for the NPP instead of nine (9) for the NDC and sixteen (16) for the NPP. The 2024 election is crucial and the party needs credible people to transmit accurate data for collation.

The Lambussie constituency secretary has sold his credibility and integrity for money and therefore cannot be trusted.
The constituency secretary vowed to end the political careers of Hon. Edward Dery and all his supporters and he envisions frustrating them to leave the NDC Party. This, he has already demonstrated by sacking two (2) of Hon. Edward Dery’s supporters.

Cause to suspend the constituency secretary for sowing a seed of disunity and division in the party.
The constituency secretary should be suspended for making a mockery and throwing mud at the NDC party’s constitution where he deliberately violated Article 16 (1) (r) and (s) of the constitution.

The party, however, has a choice to choose him over the growing indiscipline, decay, factionalism, disunity, division, rancor, lack of confidence, and insanity the constituency secretary has nurtured and groomed in the constituency.

It is important that swift action be taken against Mr. Basingbie so that sanity can be restored within our ranks ahead of the upcoming general elections. His amorous love for money erodes confidence and trust in the party and he remains a threat to the victory of the NDC in the Lambussie Constituency.
