The penchant to put up structures without use and sometimes raking in the intended revenue has reached a crescendo especially in Sissala East Municipal.
It took the call from well meaning people including my very persona to put to use the The Municipal Slaughter house in Tumu as it was been left to rot after its completion.
Despite the assembly raking in revenue from the use of the facility, many defects seen and reported is yet to gain attention.
Similar facilities in the Tumu market have being abandoned because of their bad state despite users paying for facilities usage. People sometimes deficate in those buildings meant to be stores and eateries.
Notable among these structures is the long abandoned cattle crush pen put by Actionaif in partnership with the Municipal Assembly many years ago.
Facility had its intended purpose and among some include a common and easy to load cattle to the market centers in the southern part of the country. Cattle owners could also come around to search for their mission cows before, they are been taken away. The Assembly get revenue for use of the facility. The use of the facility will minimize harm meted out to persons involved in cattle business during loading them into vehicles.
Isn’t it logic to sometimes consult potential users of a project before putting it up? Was this logic missing in this project? If it wasn’t why the abandonment of the project but rather still resort to the cruel and dangerous ways of loading cattle in to vehicles?
What has been the fate of this facility by the Municipal Assembly?
Has value for Money been missing from the dictionary of the Municipal Assembly?
If it has, what is the integrity of both internal and external auditors in this regard?
I wouldn’t say is because the cost of putting up the crush pen was partly borne by Actionaid and hence reason for attitude by the Municipal Assembly.
Was the cost of the Tumu Market also shared with a partner? No, solely financed by the tax payer.
Our internal and external auditors should lately be feard than both the ghost and electorates in Ghana.
Sad development I guess!
