Report of the Auditor-General on the Public Accounts of Ghana – Public Boards, Corporations and other Statutory Institutions for the period ended 31 December 2023 has revealed how the Simon Diedong Dombo University of Business and Integrated Development Studies (SDD-UBIDS) Overpaid Rent to the Tune of GH¢14,267.

Management of the School of Education and Lifelong Learning (SOELL) paid GH¢109,370.00 to Delmwine Enterprise as rent for office accommodation instead of GH¢95,104.00 leading to an overpayment of GH¢14,266.52.

The University assured the Auditor General they will refund the money or use the balance to extend their tenancy period.” Management acknowledged the recommendation and promised that they will write to the Landlord to either refund or use it to extend the tenancy period.

Regulation 78 of the Public Financial Management Regulations, 2019 (L.I. 2378) states that a Principal Spending Officer of a covered entity is personally responsible for ensuring in respect of each payment of that covered entity, the validity, accuracy, and legality of the claim for the payment and that evidence of service received, certificate for work done and any other supporting documents exists.

1140. We noted that Management of the School of Education and Lifelong Learning (SOELL) paid GH¢109,370.00 to Delmwine Enterprise as rent for office accommodation instead of GH¢95,104.00 leading to an overpayment of GH¢14,266.52. The details are provided in table 159.1141.

The infraction resulted in the loss of GH¢14,266.52 to the University. 1142. We urged Management to recover the overpayment of GH¢14,266.52 from Delmwine Enterprise and provide evidence for audit verification.

Management Response

1143. Management acknowledged the recommendation and promised that they will write to the Landlord to either refund or use it to extend the tenancy period.
