
Report of the Auditor General on the Public Accounts of Ghana – Technical Universities for the year ended 31 December 2022 has Directed the Dr. Hilla Limann Technical University to Get the Institution’s Land Registered to Prevent Encroachment.
No title deeds for the University lands
Section 52 of the Public Financial Management Act, 2016 (Act 921) states that, a Principal Spending Officer of a covered entity, state-owned enterprise or
public corporation shall be responsible for the assets of the institution under the care of the Principal Spending Officer and shall ensure that proper control
systems exist for the custody and management of the assets.
It further states that, a control system specified in subsection (1) shall be capable of ensuring that preventive mechanisms are in place to eliminate theft, loss, wastage and misuse of assets.
The Auditor noted that the University did not have title deeds to cover 294.74 acres of allocated lands.
The situation could result in encroachment, leading to loss of the
University’s land. The University also risks having litigation on this landed
property with encroachers in future.
The Auditor General Has Also Directed The University to Sort Out Any Outstanding Issues with Land Owners in Order to Avert Grudges over the Property in Future.
“We recommended that Management should take steps to register the said
land in the name of the University.”
Meanwhile, Assembly Member for Kpaguri Electoral Area, Hon. Osman Nurideen had Narrated in May 2022 that Dr. Hilla Liman Technical University isn’t Supportive to their Electoral Area despite benefiting from their parcels of land.
