The Upper West Regional Secretariat of the largest opposition National Democratic Congress has accused the NPP Member of Parliament for the Nandom constituency and the elephant party of busing non indigenes from other parts of Ghana to the Nandom constituency for the ongoing vote transfer exercise being executed by the electoral commission.
According to the NDC, the Interior Minister is skewing plans of getting the Nandom’s parliamentary seat retained by him through dubious means by way of infiltrating the voter’s register for the constituency with security officials who have no family traces within the constituency.
Mr. Issah Kantagyere, Upper West Regional Communications Officer of the umbrella family in a press conference organized at the NDC Upper West Regional Headquarters on October 6, 2023 stressed that “specifically, we have gathered credible information that Hon. Ambrose Dery was secretly massing non-natives or non-residents of Nandom, to have them bused in within the week to transfer their votes to the constituency. As part of that secret agenda, yesterday 05/10/2023, two buses with registration numbers GS5246-20 and GS 5286-20 came in with people some of whom were non-natives and non-residents to transfer
their votes to Nandom. About five of such people were prevented from going through the process through the vigilance of our agents. Some of these non-indigenes attempting to transfer their votes to Nandom include, Mohammed Nasiri Kasangbata, Fuseini Ibrahim, Naabedaar Nicholas among others. Not only will such illegal acts be an aberration to due process and lawful structures, but they also constitute an irreparable injury to the constitutional rights of the citizens to choose their leaders”.

NDC stalwarts present at the press conference.
Kantagyere continues “we have credible information that Hon. Ambrose Dery and the NPP were compiling names of
people from different constituencies whom they intend to secretly transfer their votes to Nandom to boost
the chances of Hon. Ambrose Dery in winning the Nandom seat. We are aware of about six (6) buses of nonconstituents whom they (Hon Ambrose & NPP) are planning to bring to illegally transfer their votes to the Nandom Constituency. We are equally aware that two busses are currently loading in Tamale and will leave at about 3:00pm to Nandom. Most of the people onboard are security personnel who are non-residence”.
He furthered that, the NDC faithful in the Nandom constituency who were monitoring the exercise, in an attempt to stop the unwholesome development, encountered a verbal assault from the Municipal Chief Executive for the Nandom Municipality who attempted bulldozing the illicit process but was countered with fiance resistance by the NDC functionaries at the grounds.
“While these non-indigenes and their NPP collaborators were trying to illegally transfer their votes to Nandom, this action was vehemently resisted by our agents. In the process, the Municipal Chief Executive, Hon. Raymond Nero, verbally assaulted our Constituency Chairman, Philemon Wein, for protesting against the transfer of non-natives and non-residents votes to the Nandom Constituency. As the verbal exchanges heated up with tempers flying, the MCE was whisked away by his party supporters, somehow the MCE found his way back a second time and ordered the police officers not to allow non-agents
to enter the registration room. The MCE did all these things at the blind side of the District Police Commander who himself at some point had to be asked to leave the centre since he was equally a non-agent” Kantagyere noted.
Meanwhile, the ruling New Patriotic Party has refuted the claims of the National Democratic Congress and promised to respond appropriately to the allegations levelled by the ambrella family.
Below is the full statement by the NDC Upper West Regional Communications Officer;
PRESS CONFERENCE ADDRESSED BY THE UPPER WEST REGIONAL SECRETARIAT OF THE
NATIONAL DEMOCRATIC CONGRESS (NDC) ON VOTES TRANSFER /REPLACEMENT EXERCISE
AND MATTERS ARISING IN THE NANDOM CONSTITUENCY, 06/10/2023.
The Constituency Executive Committee of the NDC in Nandom and the Regional Executive Committee, wish to use this medium to express our revulsion about some happenings in the ongoing votes
transfer and voter ID card replacement exercise in the Nandom Constituency. We wish to issue a stern warning to deter recalcitrant people, who are harbouring ideas to compromise the sanctity of the voter’s register in the Nandom Constituency.
It is trite knowledge that, the qualifications to transfer votes to any constituency are stated in the EC
guidelines for transfer of votes 2023. Against this backdrop, we condemn in no uncertain terms, the clandestine moves of the NPP, working in cahoots with some EC officials, to transfer votes of non-residents to the Nandom constituency with the interest of infiltrating the voter’s register for their partisan interest.
Specifically, we have gathered credible information that Hon. Ambrose Dery was secretly massing non-natives
or non-residents of Nandom, to have them bused in within the week to transfer their votes to the constituency.
Not only will such illegal acts be an aberration to due process and lawful structures, but they also constitute an irreparable injury to the constitutional rights of the citizens to choose their leaders. While these non-indigenes and their NPP collaborators were trying to illegally transfer their votes to Nandom, this action was vehemently resisted by our agents.
In the process, the Municipal Chief Executive, Hon. Raymond Nero, verbally assaulted our Constituency Chairman, Philemon Wein, for protesting against
the transfer of non-natives and non-residents votes to the Nandom Constituency.
As the verbal exchanges heated up with tempers flying, the MCE was whisked away by his party supporters,
somehow the MCE found his way back a second time and ordered the police officers not to allow non-agents
to enter the registration room. The MCE did all these things at the blind side of the District Police Commander who himself at some point had to be asked to leave the centre since he was equally a non-agent.
In a similar vein, we have credible information that Hon.
We are equally aware that two busses are currently loading in Tamale and will leave at
about 3:00pm to Nandom. Most of the people onboard are security personnel who are non-residence.
Again, during the just ended limited registration exercise, Hon Ambrose Dery and the NPP brought in some six
Burkinabes and registered them, we challenged their eligibility and the District Representative Review Committee (DRRC) sat on the case and it came out that those people were non – Ghanaian and could not prove their Ghanaian identity. A similar thing happened in the 2020 registration exercise where they brought in a lot of Burkinabes to register. Some of these non-citizens were able to register on our blind side while we
also prevented some of them from registering. In fact, in the process, some of the non-citizens even ran and
left their motorbikes.
We wish to place on record that the NDC was aware of all these unlawful strategies of the NPP and we will
not publicly divulge our strategy to deal with such brazen unlawfulness, let the NPP be rest assured that we
shall resist them firmly.
We wish to also caution all those who have already given out themselves, or planning to give out themselves as pliant tools to the NPP’s mischievous agenda, that, they would only have themselves to blame in their lust to abet crime and mare the democratic processes in Nandom.
We wish to use this platform to urge the security agencies, EC officials, party functionaries and all stakeholders to play by the rules.
We also wish to request the Ghana Police to investigate these concerns and
bring the perpetrators to book to serve as deterrent to any persons who may want to engage in any illegal activities during this process. Should the police fail in this request, while day in and out we witness brazen attempts by power bearers to skew the process in their favour, we the NDC will be left with no option than to
mass up our supporters to the EC office to stop any such illegality. Let no one dare us!
In conclusion, we wish to use this medium to admonish the NPP to steer clear of all such illegal attempts at
bussing illegal persons to the constituencies for their parochial interest.
Finally, we also wish to urge all NDC constituency executives and party faithful in the region to be vigilant and
protect the sanctity of the processes leading up to the 2024 general elections, which the NDC is winning hands down by the grace of God. Indeed, Ghanaians have had enough of this useless government and time to save the country is now.
