The Upper West Region has been set aback after two letters popped up purported to be letters of engagement issued to two individuals to occupy one position as Upper West Regional NADMO Director.
Mr. Osman Abdul-Latif Sinsew produced a Letter few weeks after Mr. Maxwell Niber was issued a letter appointing him as Upper West Regional Director of NADMO to take over from Mr. Ahmed Mustapha.
Mr. Sinsew’s Letter was issued on the 23rd of April 2025 and in the letter , he was placed on the Rank of Chief Disaster Control Officer (CDCO) in a Letter signed by the Director General, Major Rtd Dr. Joseph Bikanye Kuyon.

Mr. Maxwell was appointed on 28th March 2025 in a Letter signed by the Director General, Major Rtd Dr. Joseph Bikanye Kuyon after which the office was handed over to him on the 4th of April at the Office of Upper West Regional Minister.
He was placed on the Rank of Chief Disaster Control Officer (CDCO) per his Letter of Appointment.
The Interior Ministry and The Upper West Regional Coordinating Council are yet to release a statement to that Effect.

Yesterday, I had the honor of hosting the handing over ceremony of NADMO at my office, marking the transition from Mr. Ahmed Mustapha to Mr. Maxwell Niber.
I took the opportunity to express my gratitude to the outgoing director, Mr. Mustapha, for his dedicated service to the region and wished him all the best in his future endeavors.
Mr. Maxwell Niber, the incoming regional director of NADMO, brings a wealth of experience to the table, which will undoubtedly benefit the region.
