The Tumu College of Education has been captured in the 2025 Audit Report and questioned over an unearned salary paid to a driver of the College who has vacated post.

I’m the Statement captured on Report of the Auditor-General on the Public Accounts of Ghana – Public Universities, Technical Universities and
Colleges of Education for the year ended 31 December 2025, the College Paid an Amount of Ghc6,444.29 in a space of three months to Mr. Mohammed Issah with Staff ID 807319.

The Auditor General Recommended that management recovers the money and pays it to the Auditor General’s Recoveries Account at Bank of Ghana with account number
1018331470015.

MANAGEMENT ISSUES
Payment of unearned salaries – GH¢6,445

Regulation 92 of the Public Financial Management Regulations, 2019
(L. I. 2378) states that the Principal Spending Officer of a covered entity shall ensure the immediate stoppage of payment of salary to public servants and notify the Controller and Accountant-General on the death, conviction and sentence to imprisonment, dismissal or relief of post, leave without pay,
vacation of post, and resignation or retirement of an employee.

It further states that the head of the covered entity is thereafter required to take the necessary action to retrieve any unearned compensation occasioned by any of the occurrences listed.

We noted that Mr. Mohammed Issah, a Senior Driver of Tumu College
of Education, vacated post on 01 July 2025 but was wrongfully paid a total
amount of GH¢6,444.69 as salaries from July 2025 to September 2025. The
details are provided in table 168.
