Concerns are mounting over the pace of work on a four-storey students’ hostel project funded by the Ghana Tertiary Education Commission (GTEC) at Dr. Hilla Limann Technical University (DHLTU) in Wa, as observations at the construction site raise questions about progress towards its scheduled completion.

A team from Upper West Media visited the project site on October 25, 2026, and observed erected pillars, rusted iron rods and heaps of gravel, with no workers present at the time of the visit.

The apparent inactivity has raised concerns about the project’s progress, particularly as the contract is expected to be completed on April 22, 2027.

Information displayed on the project identifies the facility as a four-storey students’ hostel block, with GTEC as the client, Messrs. Fasota Limited as the consultant and Messrs. FT Global Investment Limited as the contractor.

The contract commenced on October 23, 2025, with a scheduled completion date of April 22, 2027.

Workers Raise Concerns Over Remuneration

Some individuals interested in working on the project had earlier complained about what they described as inadequate remuneration. According to the complaints, a mason was being offered GH¢90 per day.

The concerns raise questions about the project’s labour arrangements and the possible implications of remuneration on workers’ willingness to participate in the construction.

However, further information would be needed to establish whether the reported daily rate contributed to the apparent inactivity at the site. The contractor’s position on the remuneration concerns and the project’s current work schedule was not available at the time of publication.

Two Hostel Projects Underway at DHLTU

The visit also highlighted two separate hostel projects at Dr. Hilla Limann Technical University.

One is a hostel project sponsored by the university’s Students Representative Council (SRC), while the other is the four-storey hostel block funded by GTEC.

The two projects are intended to contribute to student accommodation on campus, although their funding arrangements and project implementation processes are separate.

Calls for Clarity on Project Progress

With the GTEC-funded project having commenced in October 2025, stakeholders may be concerned about whether the remaining construction work can be completed within the contractual period.

The observations made during the Upper West Media visit provide a snapshot of the site’s condition on October 25, 2026. They do not, on their own, establish whether the project has officially been abandoned or whether the contractor is behind the approved construction schedule.

Upper West Media’s findings highlight the need for clarification from GTEC, the contractor, the consultant and the university authorities regarding the current status of the project, the reasons for the apparent inactivity observed during the visit, and the measures in place to ensure timely completion.

As the April 22, 2027 deadline approaches, timely communication and effective project monitoring will be important in determining whether the hostel block will be delivered as scheduled for the benefit of students.
